I found that atleast with my problem, the PC had issues connecting to my router's 5ghz band. I have a 2.4ghz network as well, so I connected my phone to that network and then tried the wifi app again and the PC connected like a charm. I then turned off wifi and Bluetooth and it was still able to reach the PC.
